Two charged with heroin possession after burglary call

Police arrested two people outside an abandoned Lowell Street property following an investigation into a reported burglary on June 4.

Two charged with heroin possession after burglary call

MANCHESTER, NH – Police arrested two people outside an abandoned Lowell Street property on heroin possession charges following an investigation into a reported burglary on June 4.

Heath Palmer, 35, and Joyce Palmer, 35, both of Manchester, were charged with possession of a controlled drug (heroin).

At approximately 11:45 a.m., patrol Officers Michael Dunlap and Benjamin Foster were dispatched to the area of 287-289 Lowell St. for a possible burglary in progress. The anonymous caller stated two people were acting suspiciously near the vacant building. The caller also informed dispatch they believed the two individuals, a male and female, were attempting to gain entry into the building.

Officers arrived on scene and observed two people standing on the sidewalk in front of the abandoned property, and asked them to identify themselves. Police determined that Heath Palmer was in possession of a small quantity of heroin, so he was arrested and charged with possession of a controlled drug and placed on a hold for probation/parole.

The officers spoke with Joyce Palmer on scene and located several hypodermic needles, along with assorted drug paraphernalia, in her backpack and several cotton balls containing heroin residue. She was also placed into custody and charged with possession of a controlled drug.

The officer’s determined the building was not compromised and the original burglary call for service was unfounded.

Heath Palmer appeared in the 9th Circuit Court-Manchester on June 5. Joyce Palmer was released on $500 personal recognizance bail and is scheduled to appear in the 9th Circuit Court-Manchester on July 9.

Police said they could not confirm whether the Palmers are a married couple, as that information was not available from the preliminary report.
