Traffic stop leads to arrest of man wanted in connection with shooting outside Red Arrow

Jacob Valley had several outstanding warrants for his alleged involvement in a September 4 shooting outside of the Red Arrow involving two people engaged in a domestic assault.

MANCHESTER, NH – New Hampshire State Police conducted a motor vehicle stop Oct. 21 at approximately 8:15 p.m. at Union Street and Lowell Street. Officer Peter Flanagan arrived on scene to provide back-up to the Trooper. While doing so, four people were removed from the vehicle and identified one of the subjects as Jacob Valley, 21 of Manchester.

Valley had several outstanding warrants for his alleged involvement in a September 4 shooting, which occurred outside of the Red Arrow Diner. The original incident involved two people engaged in a domestic assault. The arrested party in that incident, Jonathan Santos, 28, of Manchester, allegedly threatened his ex-girlfriend with a firearm before discharging it in the area of Lowell Street and Chestnut Street.

Valley was in the area during the incident and was stopped by Officer Richard Valenti Jr. a short time after the call came in. They located a .22 caliber handgun behind 484 Chestnut St. where Valley was seen prior to the officer stopping him. The serial numbers had been tampered with, so the officer could not confirm if it was stolen. The investigation led to the officer preparing arrest warrants for Valley. He was charged with possession of property without serial numbers, convicted felon in possession of a dangerous weapon, loitering/prowling and falsifying physical evidence. He was scheduled to appear in the 9th Circuit Court-Manchester on October 22, 2015.
