Police use taser to subdue NY fugitive arrested for public urination after he punched cop at HQ
Police say David Santiago, who was caught urinating near the homeless shelter, became combative at police headquarters and punched the arresting officer.
MANCHESTER, NH – David Santiago, 47, formerly of Brooklyn, NY, currently with no fixed address, was arrested May 17 by police after he punched Manchester officer at police headquarters.
The events leading to Santiago’s arrest were described in a police narrative:
On May 17 at approximately 4 p.m. Officer Brett Fernald found Santiago urinating outside, on Londonderry Lane, between Union and Pine streets. Officer Fernald questioned the man, who identified himself as David Santiago, who told Officer Fernald that he was waiting for the New Horizon’s shelter on Manchester Street to open so he could eat.
A subsequent name search identified Santiago as a wanted man out of the New York Department of Corrections Bureau of Special Services. Santiago told Fernald he was paroled last month for burglary and armed robbery charges, and that he left New York and came to Manchester.
Police stated that Santiago was initially cooperative with Officer Fernald, but once he arrived at police headquarters he became combative and struck Officer Fernald in the side of his neck with his fist. Santiago then allegedly “took a boxers stance” and challenged Officer Fernald to a fight. Officer Fernald deployed his department-issued taser and stopped the threat. Due to his behavior, Santiago was transported to the Hillsborough County Department of Corrections. He was not photographed or fingerprinted at that time.
Santiago is charged with: fugitive from justice; simple assault (against a police officer); and public urination (a violation). He was scheduled to appear in the 9th Circuit Court-Manchester on May 18.
