Man out on bail for theft arrested again, for theft of laptop from parked car
Man out on bail for a theft charge was arrested again, on a theft charge, after police say he stole a laptop from a parked car.
MANCHESTER, NH – Following leads due to stepped-up surveillance under the Lock it or Lose It campaign, two plain clothes officers set-up surveillance in the area of McGarvey’s Pub and the Red Arrow on Nov. 13 when they observed a James Cavanaugh, 24, of 92 Walnut St., Manchester, attempting to gain entry into parked cars at approximately 10 p.m.
Cavanaugh, who is a persons of interest in connection with a recent rash of thefts from automobiles, was attempting to gain entry into the vehicles in the parking lot.
However, he was unable to open any of the doors. He continued to walk toward the Wild Rover Pub and within minutes he reappeared with a laptop computer under his arm.
Sgt. Chris Goodnow saw Cavanaugh and ordered him to stop. Cavanaugh allegedly refused several lawful orders and was ultimately wrestled to the ground. The laptop was entered into evidence. Cavanaugh was charged with receiving stolen property, resisting arrest/detention and violation of bail conditions.
He was out on bail for violating a court order on November 5 and November 8. The original violation of bail charge was the result of an arrest on November 5 for receiving stolen property and violation of bail conditions. He was scheduled to appear in the 9th Circuit Court in Manchester on November 14, 2014.
The City of Manchester has seen an increase in thefts from motor vehicles during the past several months. A large majority of the thefts occur from unsecured motor vehicles. Therefore, Chief David J. Mara implemented a new initiative called Lock It or Lose It. Essentially, the idea is to remind our citizens that most criminal acts are described as “crimes of opportunity” – the opportunity presents itself to a thief when your vehicle is unsecured and valuable items are left in plain view.
In addition to the Lock It or Lose It campaign, Chief Mara implemented an operation to conduct surveillance on known individuals who have been arrested for similar crimes in recent weeks.
