Driver stopped for not being ‘hands-free;’ she and passenger charged for not being drug-free

This is the first arrest in Manchester related to the new hands-free law, police said.

MANCHESTER, NH – Alise Paraskeva, 29, of Manchester, was arrested July 21 after she was pulled over for violation of the state’s new “hands free” driving law and found to be in possession of illegal prescription pills, and as a result, her passenger, Kathryn Burke, 32, of Manchester, was arrested for possession of heroin.

On July 21, approximately 8:50 p.m. Officer Angeline Alexakos observed Paraskeva on her mobile phone while driving near the intersection of Valley and Maple streets.

Officer Alexakos conducted a motor vehicle stop and spoke with Paraskeva when she discovered Paraskeva had an outstanding warrant. She was placed into custody for her warrant. As search incident to arrest revealed Paraskeva was in possession of several Clonazepam prescription pills. They pills were not in their original container so Paraskeva was subsequently charged with possession of controlled drug.

Officer Derek Cataldo and his K-9 partner Lord arrived on scene and conducted an open air search of the vehicle. Officer Alexakos discovered .8 grams of heroin and two used syringes on Burke, who was charged with possession of a controlled drug (heroin) and also taken into custody.

Paraskeva was scheduled to appear in the 9th Circuit Court-Manchester at 8:15 a.m. on July 22. Burke was released on $2,000 bail and will appear in the 9th Circuit Court on August 26, 2015.
